Question 1
     
Pension & Healthcare Liability: All California cities & towns have a mandated liability to fund pensions and healthcare for all employees.
Moraga’s level of employee benefits--and therefore its costs--are lower than adjacent municipalities.
Despite this, our current unfunded liability is 323 thousand dollars, which is 3.4% of the current budget. This amount is projected to double by the year 2023, to 771 thousand dollars.
What is your plan to fund the town’s liability for employee pensions and healthcare?
Would you favor switching workers to a 401k style plan similar to what Lafayette has done, or do you propose an alternative approach?

Commercial Development & Major Landlord Relations: What specific new Council approaches to stimulate commercial activity do you support and how will you implement these?

How will you work with the Bruzzone Family so that the vision for the proposed Moraga Center Specific Plan can be realized?

Rheem Theater : Earlier this year, the Town signed a Memorandum of Understanding--an MOU--with the owner of the theatre and
adjacent open lot. This enabled the Rheem Theater to reopen in June, with the Moraga Community Foundation playing a role in
the operations of the Theater.
Which aspects of the MOU have NOT been satisfied to date and what is the Council’s role in ensuring the Theater’s long-term viability?
Do you support community ownership, and -- if it was beneficial to its survival and revitalization, would you support a historic
designation of the Rheem Theatre?

Residential Growth : What is your detailed vision for residential housing growth within Moraga, other than the current regulations for
hillside and ridgeline development? What are your thoughts on re-zoning existing commercial properties to mixed-use or multi-family
residential housing?

Traffic & Congestion: Commuting in Moraga is increasingly difficult.
What is your position on roundabouts or mini-roundabouts at the Rheem and Bollinger Canyon intersections on St. Mary’s Road? If utilized, how should these be funded?
Second, recent national and state emergencies and local road closures have raised concern about mass evacuation from communities like
Moraga that have few exit options. Should addressing this be a Council priority and if so, what would you approve the Council doing and how should this be paid for?
